Establishes that settlement agreements for student placements entered after the effective date serve as the operative placement for pendency purposes in school districts in cities with populations of one million or more, unless a pendency-changing event occurs or the school district offers an unchallenged program.

Requires annual IEP reviews and specifies pendency tuition payments be made at the previous year's cost unless a new IEP is performed, with prospective payments of at least two months' tuition or remaining contract balance (whichever is smaller).

Mandates that school districts in cities with over one million residents make reasonable efforts to finalize or formally decline settlement on tuition claims filed on or before June 30, 2021 for school years commencing in 2020 or earlier by January 1, 2023.

Requires all tuition settlements to include a payment schedule with the first payment due no later than 60 days after settlement execution or receipt of necessary documentation, and remaining payments completed within 60 days of receiving required documentation.

Takes effect September 1, 2022.
