Prohibits the sale of tobacco products at vending stands leasing space in state buildings, removing tobacco from the list of permissible items sold alongside newspapers, periodicals, and confections.

Prohibits tobacco products from being dispensed in vending machines and similar devices in state buildings, which previously could distribute food, confections, tobacco, beverages, and other approved articles.

Applies the tobacco sales prohibition to both general vending operations and to vending machines and stands operated under permits issued to the office of children and family services for blind persons.

Takes effect immediately upon enactment, with a grandfather clause exempting any leases, lease renewals, extensions, or vending machine permits that were entered into or issued prior to the effective date.
