Implements a constitutional amendment authorizing the use of forest preserve land in North Elba, Essex County for the Mount Van Hoevenberg Olympic Sports Complex.

Permits up to 322.26 acres of forest preserve land to be used for construction, operation, and maintenance of Nordic skiing and biathlon trails and related facilities.

Prohibits certain structures including hotels, condominiums, zip lines, and any commercial structures above 2,200 feet elevation on the sports complex lands.

Requires the state to acquire at least 2,500 acres of forest land in the Adirondack Park as an offset, subject to legislative approval with detailed surveys and property descriptions.

Requires all development to conform to the Adirondack Park State Land Master Plan and be authorized through a unit management plan under Executive Law section 816.
