Requires animal shelters to notify rescue organizations at least two business days before euthanizing any animal and allow rescue organizations to take possession if they request it within 48 hours.

Defines "rescue organization" as tax-exempt nonprofits engaged in animal rescue, adoption, or cruelty prevention that have been operating for at least one year and have no officers or staff with animal neglect or cruelty convictions.

Exempts animals from the rescue release requirement if they are irremediably suffering, adjudicated dangerous dogs ordered euthanized by court, dogs with documented histories of unprovoked bites causing serious injury, or animals suspected of carrying rabies.

Requires rescue organizations assuming possession of an animal to assume all liability and maintain liability insurance, except for harm occurring before possession or caused by non-affiliated persons.

Applies statewide including in cities with populations of two million or more and takes effect immediately.
