Directs the Division of Criminal Justice Services to conduct a study of police brutality in Rochester covering the five years prior to the act's effective date

Study must examine training and education provided by covered agencies to police officers on avoiding police brutality and steps to decrease such instances

Defines "police brutality" as unwarranted or excessive force or abuse committed by a police officer

Authorizes the Division to consult with the law enforcement misconduct investigative office and request relevant information from state and local agencies

Requires the Division to deliver a report of findings to the Governor, Senate Temporary President, and Assembly Speaker within one year of the act's effective date
