Requires submission of a referendum question to New York voters at a general election on or before December 31, 2022 asking "Do you support the division of New York into two separate states?"

Applies existing election law procedures for ballot preparation, vote counting, canvassing results, and certifying outcomes to this referendum question.

Directs the board of elections to certify referendum results to the secretary of the senate and clerk of the assembly.

Act takes effect immediately and expires January 1, 2023, at which point all provisions are repealed.
