Amends New York Election Law Section 14-132 to establish rules for disposing of campaign funds when an elected official is removed from office due to impeachment conviction.

Requires disposition of all campaign contributions within one year of removal through one or more of the following methods: returning funds pro rata to contributors, donating to 501(c)(3) charitable organizations, donating to SUNY or CUNY, donating to the state's general fund, or providing compensation to victims.

Allows victim compensation for economic and non-economic harm caused by the official's illegal acts committed while in office, without requiring nondisclosure agreements and without preventing victims from pursuing additional legal remedies.

Takes effect immediately upon enactment.
