Adds gas to the list of vital services (heat, water, electricity, elevator) that the NYC Housing Authority must monitor and report on.

Requires the NYC Housing Authority to publish information about service disruptions, their duration, and restoration steps on its website, with data retained for six months after initial publication.

Mandates that the Department of Housing Preservation and Development, city and state agencies, and utility corporations remedy interruptions of vital services "expeditiously as practicable" through emergency permits, inter-agency coordination, resident communication, and monetary compensation or rebates.

Imposes a penalty of $250 per affected occupied unit per day on utility corporations that fail to demonstrate good faith compliance with expeditious service restoration requirements.

Takes effect immediately upon enactment.
