Amends Election Law § 17-140 to clarify that providing food, drink, or other items to voters is prohibited during voting hours on election days, except for official election board representatives, party officials, and campaign workers.

Expands the exception to allow items with "nominal value" including snacks, water, soft drinks, and other refreshments to be provided at polling places or in line to vote, replacing the previous "less than one dollar" retail value threshold.

Requires that any permitted nominal-value items be provided without identification of the person or entity supplying them.

Maintains Class A misdemeanor penalty for violations of these provisions.

Takes effect immediately upon enactment.
