Requires the state and each municipality controlling navigable waterways to develop and file annual dredging schedules with the Department of Environmental Conservation, with schedules posted on the department's website.

Mandates that when multiple government levels share control of a waterway, they must enter into agreements specifying each party's responsibilities and establishing a joint dredging schedule updated annually.

Requires the state and municipalities to develop schedules for completing preliminary or concurrent work needed for federal dredging projects, including spoil site preparation, with inter-governmental agreements required when multiple levels of government are involved.

Exempts emergency dredging work from schedule requirements when completion outside the filed schedule is necessary.

Takes effect immediately upon enactment.
