Amends the real property tax law to require entities administering the tax abatement program for rent-controlled and rent-regulated properties to develop and implement a language access plan for individuals with limited English proficiency or those requiring communication assistance.

Mandates translation of necessary documents, forms, and instructions into the six most common non-English languages spoken by limited-English proficiency individuals in the municipality offering the program.

Requires entities to offer interpretation services upon request between the administering entity and individuals in their primary language regarding provision of services or benefits.

Requires entities to offer upon request or demonstrated need additional assistance services for individuals who are deaf, blind, have speech impediments, or cognitive impairments.

Takes effect immediately upon enactment.
