Creates an electric landscaping equipment rebate program within a state authority to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution through zero-emission equipment adoption.

Provides point-of-sale rebates for battery-powered electric lawn care devices including mowers, trimmers, chainsaws, leaf blowers, and related batteries and chargers, with rebates up to 70% of purchase price capped by device type (ranging from $200 to $5,000 per device).

Limits individual applicants to maximum $300 annual rebates and institutional or commercial applicants to maximum $15,000 annual rebates, with allocations distributed on first-come, first-served basis until funds are exhausted.

Requires the authority to promulgate rules and regulations within one year, conduct multilingual education and outreach, publish remaining available funding on its website, and issue annual reports to legislative committees detailing program funding, purchases, and rebate distribution.

Expires and is repealed on January 1, 2030.
