Mandates manufacturers label all plastic trash bag packages with the post-consumer material content by weight.

Imposes a $500 penalty per violation on manufacturers and a warning for first retailer violations, with $500 penalties for subsequent retailer violations.

Protects retailers from liability if they rely in good faith on manufacturer labels complying with labeling requirements.
