Authorizes the Department of Environmental Conservation to provide competitive state assistance payments to municipalities for climate adaptation and mitigation projects, including flood risk reduction and coastal resiliency measures.

Adds land acquisition for flood mitigation and coastal riparian resiliency as an eligible use of state funds, with a prohibition on using eminent domain for such acquisitions.

Removes the previous blanket prohibition on land acquisition spending and replaces it with new restrictions requiring legislative approval before any municipality can sell, dispose of, or repurpose property acquired with state funds under this program.

Requires that any property disposal be substituted with lands of equal environmental and fair market value with reasonably equivalent usefulness and location, subject to commissioner approval.

Extends similar alienation restrictions to county soil and water conservation districts and not-for-profit corporations that acquire property using state funds under related environmental programs.
