Caps minimum lot sizes at 1,200 square feet for cities and villages, and 5,000 square feet (with sewer/water) or 20,000 square feet (without infrastructure) for towns.

Prohibits cities, villages, and towns from requiring off-street parking spaces as a condition of building permits, though loading and unloading areas for freight may still be required.

Bars cities and villages from prohibiting dwellings for four or fewer families on single lots, or imposing height, setback, or floor area restrictions that effectively prevent such construction in residential districts.

Requires cities and villages to allow dwellings for six or fewer families on single lots within one quarter mile of commuter rail or subway stations operated by MTA, Port Authority, or New Jersey Transit.

Takes effect 180 days after enactment, requiring municipalities to bring existing zoning laws into compliance by that date.
