Board of directors shall appoint a chief executive officer of the Roosevelt Island operating corporation through an open and transparent process with established eligibility criteria.

Chief executive officer must be a Roosevelt Island resident or become one within one year of appointment; failure to comply results in automatic removal unless the board waives this requirement by majority vote for extraordinary circumstances.

Board shall determine the officer's term of office, fix compensation subject to director of the budget approval, prescribe duties and responsibilities, and may remove the officer for inefficiency, neglect of duty, or misconduct after notice and hearing.

Chief executive officer is classified as an "employee" under Public Officers Law section 18, a "state officer" under sections 73 and 73-a, and an "officer or employee of a state agency" under section 74.

Current chief executive officer's term ends when a successor is appointed under these new provisions; act takes effect immediately.
