Authorizes and directs the Department of Environmental Conservation to conduct a comprehensive study of water supply and water management in New York State.

Study must examine current water supply status, regional and local drought effects, water conservation programs, active management areas, pending water-related litigation, and Indian water rights settlements affecting the state.

Study shall also address the reliability of the state's water supplies and the adequacy of departmental and other entities' resources to meet water management needs.

Department may consult with any state or local office, agency, or political subdivision with relevant information for the study.

Department must deliver findings and recommendations to the governor, legislative leadership, and committee chairs by December 31, 2024, and biennially in odd-numbered years thereafter.
