Amends Environmental Conservation Law by adding section 15-0518 to authorize and direct the Department of Environmental Conservation to conduct a study of overall health of each watershed in the state

Study must assess watershed attributes including hydrology, landscape condition, habitat condition, geomorphology, water quality, biological condition (including biodiversity of plants, animals and aquatic species), and threats or vulnerabilities impacting these attributes

Department may consult with any relevant state or local office, agency, department, or political subdivision to complete the study

Department must deliver a report of findings and recommendations to the Governor, temporary president of the Senate, speaker of the Assembly, and chairs of both Senate and Assembly standing committees on environmental conservation by December 31, 2024, and every three years thereafter

Act takes effect immediately upon passage
