Requires all outdoor lighting fixtures to be shielded after January 1, 2025, including fixtures at residential, commercial, industrial, and municipal buildings.

Prohibits illumination of outdoor recreational facilities between 11 p.m. and 5 a.m., except for national or international tournaments or to conclude events already in progress.

Allows nonconforming fixtures if they are extinguished by automatic shutoff between 11 p.m. and sunrise or are motion-activated with less than 15-minute duration.

Exempts certain lighting including airport navigation systems, emergency lighting, streetlights without available shielding, and incandescent fixtures under 150 watts.

Establishes civil penalties of up to $100 for first violations and $250 for subsequent violations at one-to-four family dwellings; $500 for first violations and $1,000 for subsequent violations at other properties.
