Amends reporting deadline for the commissioner's fair housing report from October 30 to February 1, 2022, with subsequent reports due every fifth year thereafter instead of annually.

Extends public comment period for draft reports from 30 days to 21 days.

Changes final report submission deadline from December 1 to March 10 of each year a full report is due.

Requires interim reports on February 1 of every second and fourth year following each full report, detailing progress on fair housing initiatives and any new significant policies or programs.

Aligns the act's effective date with the enabling legislation (S.1353-A/A.5428-A) establishing obligations to affirmatively further fair housing.
