Amends Education Law section 4402 to allow transition services, including vocational training programs approved by the Department of Education or other state agencies, to be delivered during school hours for students with disabilities in their last three years of secondary education.

Authorizes school boards and trustees to select transition services as part of appropriate special services or programs for students with disabilities upon recommendation of the Committee on Special Education.

Applies specifically to the final three years of a student's secondary education when transition services have been determined as the most reasonable and appropriate program.

Takes effect on the thirtieth day after the bill becomes law.
