Restructures the Western Regional Off-Track Betting Corporation board of directors to include one member representing each member county, plus representatives for Buffalo and Rochester, and one member each appointed by the governor, senate temporary president, and assembly speaker.

Implements weighted voting power for board members based on population of their municipality according to the latest federal decennial census, with appointed members receiving voting power equal to the highest-population municipality.

Requires 51 percent of total authorized voting strength for any corporate action and establishes quorum as 51 percent of voting strength plus at least two of the four board members with the greatest weighted votes.

Recalculates voting strength on January 1 following finalization of each federal decennial census to reflect population changes.

Takes effect 120 days after enactment, but allows municipalities to immediately begin the selection and appointment process for new board members.
