Requires maternal health care providers to invite pregnant patients to complete a validated depression screening questionnaire during prenatal care visits and review results according to American College of Obstetricians and Gynecologists guidelines.

Requires maternal health care providers to invite patients to complete depression screening questionnaires during postnatal care visits and recommends contact within 21 days of delivery.

Requires pediatric care providers to invite mothers to complete depression screening questionnaires at well-child check-ups prior to the infant's first birthday to protect infant health and well-being.

Defines "questionnaire" as validated assessment tools including the Edinburgh Postnatal Depression Scale, Postpartum Depression Screening Scale, Beck Depression Inventory, and Patient Health Questionnaire, or other methods approved by the commissioner.

Requires maternal consent before depression screening results can be shared with the mother's primary health care provider, except when the mother presents a danger to herself or others; takes effect 180 days after enactment.
