Authorizes the Commissioner of Labor to award grants to eligible YouthBuild programs that provide occupational skills training, education, counseling, and job placement services to economically disadvantaged youth ages 16-24 who have not completed high school.

Requires funded programs to provide integrated education and work experience training (divided evenly between components), including basic skills instruction leading to a high school diploma or equivalent, and hands-on occupational training in construction, health care, information technology, hospitality/culinary, advanced manufacturing, and retail services.

Mandates program participants receive a stipend or training subsidy at no less than minimum wage for time spent in work training, with full-time participation lasting between 6 and 24 months, and 12 months of follow-up job assistance after graduation.

Limits eligible applicants to not-for-profit private agencies or public agencies that are licensed YouthBuild USA affiliates or currently hold a U.S. Department of Labor YouthBuild grant, with priority given to applicants with prior YouthBuild program experience.

Takes effect one year after enactment into law.
