Requires animal shelters to notify rescue organizations at least two business days before euthanizing any animal and allow rescue groups to take possession if they request it within 48 hours.

Defines "rescue organization" as a tax-exempt nonprofit animal rescue, adoption, or animal cruelty prevention organization that has existed for at least one year and has no officers or staff with convictions for animal-related crimes.

Exempts from the rescue notification requirement animals with irremediable suffering, dogs adjudicated as dangerous by court order, dogs with documented history of unprovoked biting causing serious injury, dogs with documented history of unprovoked repeated biting, and animals suspected of carrying rabies.

Requires rescue organizations assuming possession of an animal to maintain liability insurance and assume all liability for the animal, except for harm occurring before possession or caused by non-affiliated persons.

Applies statewide including in cities with populations of two million or more and takes effect immediately.
