Creates a conditional adult-use cultivator license for industrial hemp growers who held valid authorizations as of December 31, 2021, and grew hemp for at least two of the past four years, with 51% or greater ownership interest in the entity.

Authorizes conditional cultivators to grow up to 43,560 square feet of outdoor flowering canopy or 25,000 square feet in greenhouses, with temporary authority to minimally process and distribute cannabis flower without separate processor or distributor licenses until June 1, 2023.

Creates a conditional adult-use processor license for cannabinoid hemp processors who applied for such licenses before January 1, 2022 and hold active licenses, with authority to process cannabis and distribute products until June 1, 2023.

Requires conditional licensees to participate in environmental sustainability and social equity mentorship programs, enter into labor peace agreements within six months of licensure, and maintain the same ownership structure throughout the conditional period.

Sets license issuance deadline of December 31, 2022 with licenses valid through June 30, 2024; requires the Cannabis Control Board to report on conditional licenses by January 1, 2023 and January 1, 2024; authorizes licensees in good standing to transition to regular adult-use cultivation or processor licenses.
