Requires boards of elections to send absentee ballot applications to all voters who filed an application for the previous village, primary, special, or general election.

Establishes a permanent absentee ballot application list for voters who wish to automatically receive absentee ballot applications before each election.

Allows voters to request placement on the permanent list at any time through electronic or mail submission to their board of elections.

Permits voters to request removal from the permanent list at any time through written, electronic, or mail request to their board of elections.

Takes effect immediately, except the permanent list provisions become effective upon ratification of a concurrent resolution authorizing ballot by mail under the New York Constitution.
