Amends Correction Law Section 125 to require correctional facility superintendents to return identification materials to incarcerated individuals upon discharge, alongside existing requirements for return of money and other articles.

Adds Executive Law Section 837-x requiring police officers, sheriffs, state police, and other law enforcement officers to return identification materials to individuals when releasing them from custody.

Defines "law enforcement officer" as any public servant authorized to conduct investigations, prosecute, or make arrests for criminal offenses.

Requires the Department of Corrections commissioner to promulgate rules and regulations concerning custody and transfer of identification materials when incarcerated individuals are transferred between facilities.

Takes effect immediately upon enactment.
