Extends the deadline for Erie County to sell serial bonds or notes under negotiated private sales from June 30, 2022 to June 30, 2023.

Allows Erie County to arrange underwriting of bonds or notes through private negotiated agreement, with compensation provided by negotiated fee or by selling bonds at a discount to par value plus accrued interest.

Permits Erie County to arrange private sales of bonds or notes through negotiated agreement with compensation provided by negotiated fee if required.

Designates the costs of underwriting or private placement as preliminary costs under Section 11.00 of the Local Finance Law.

Takes effect immediately upon enactment.
