Directs the commissioner of education to conduct a study on reducing and eliminating food insecurity at public and private higher education institutions.

Study shall evaluate sustainable solutions to address basic food needs, increase awareness of existing services, and explore partnerships with businesses or farms to provide excess food.

Requires the commissioner to submit a report within one year to the department of education website, governor, senate president, assembly speaker, and minority leaders of both chambers.

Report must include recommendations for legislation and administrative actions to reduce and eliminate food insecurity at higher education institutions.

Takes effect immediately upon enactment.
