Prohibits the sale, distribution, and offering for sale of anti-fogging sprays and wipes containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) as intentionally added chemicals in New York State

Defines anti-fogging products as any spray, cloth, wipe, or material intended to prevent condensation on eyeglasses

Authorizes the commissioner to permit labeling products as "PFAS-Free" or "perfluoroalkyl and polyfluoroalkyl-free" to inform consumers

Establishes civil penalties of up to $10,000 for first violations and up to $25,000 for second and subsequent violations

Takes effect December 31, 2022; allows good faith defense for retailers who relied on written assurances from manufacturers or distributors that products met requirements
