State Board of Elections must promulgate regulations within 180 days to standardize freedom of information law request processing across county and city boards of elections.

Each board of elections must transmit election results, voter registration lists, voter history files, district maps, and polling site information to a statewide database after every election.

Establishes the New York Voting and Elections Database and Institute jointly within SUNY and CUNY to maintain a centralized public repository of voting and election data from all political subdivisions, including counties, cities, towns, villages, and school districts.

Database and Institute must maintain online and make publicly available at no cost election data for at least the previous 12 years, including population estimates by race and language-minority group, election results, voter registration lists, and redistricting plans.

Creates a dedicated fund in the state comptroller's custody to finance the Database and Institute's maintenance and research operations using federal, state, and private funds.
