Establishes definitions and obligations for cannabis packagers, dealers, distributors, and deposit initiators to accept and redeem empty cannabis containers, mirroring requirements for beverage containers.

Requires cannabis retailers to post a "New York Cannabis Container Bill of Rights" sign at point of sale informing consumers of their rights to redeem containers and establishing a complaint hotline.

Takes effect 180 days after enactment, with immediate authority for the Department of Environmental Conservation to promulgate necessary rules and regulations.
