Establishes a media literacy advisory group consisting of nine members (three from school library systems, three from school libraries, and three from higher education institutions with library and information studies programs), all requiring New York state public librarian certification and a master's degree in library sciences or equivalent experience.

Directs the group to survey all school districts in the state to assess current media literacy practices, available resources, and how teacher-librarians, principals, and technology directors are integrating digital citizenship and media literacy education into curricula.

Requires the group to deliver a report within one year of the act's effective date with findings and recommendations including revisions to state education standards, model media literacy standards, best practices for instruction, and professional development strategies for educators.

Mandates the Department of Education publish best practices and resources regarding research, social media etiquette, financial literacy, data use, and other aspects of digital citizenship.

Defines "media literacy" as the ability to access, analyze, evaluate, act and create with all forms of communication, encompassing digital citizenship and internet safety skills.
