Requires the Office of Children and Family Services to submit an annual report to the governor, assembly speaker, senate temporary president, and minority leaders of both chambers beginning February 1, 2023, and annually thereafter.

Report must include the recidivism rate for juvenile delinquents, juvenile offenders, youthful offenders, and adolescent offenders, along with sentences imposed for each new case.

Report must contain demographic information on incarcerated youth including age, race, and socioeconomic status.

Report must provide the annual cost of placement for adjudicated youth disaggregated by facility type and the duration and annual cost of pretrial detention for juvenile offenders.

Reports must be published on the Office of Children and Family Services website no later than February 1 of each year.
