Authorizes the Department of Environmental Conservation to establish the Lake DeForest Flood Control Pilot Program to regulate water volume and releases from the Lake DeForest reservoir

Program aims to mitigate downstream flooding to the maximum extent practicable while maintaining the primary purpose of ensuring sufficient quality drinking water supply

Requires the Department to promulgate rules and regulations defining circumstances for flood control authority use, including major weather events, large water inflows, dam safety concerns, seasonal precipitation patterns, or conditions reasonably causing unnecessary flooding

Reservoir is operated by a privately owned waterworks corporation as defined in Public Service Law section 2

Takes effect December 31, 2022 and automatically expires and is repealed December 31, 2032
