Establishes that patients have the right to access addiction services based on their gender identity or expression and their preference

Defines "gender identity or expression" as a person's actual or perceived gender-related identity, appearance, behavior, expression, or other gender-related characteristic regardless of sex assigned at birth

Takes effect immediately upon enactment
