Amends banking law to add section 18-b establishing requirements for Holocaust reparations payment fee waivers.

Defines "victims or targets of Nazi persecution" to include individuals and entities persecuted by the Nazi Regime, plus heirs, successors, and claimants receiving funds from eligible settlement funds or grantor trusts.

Requires the superintendent of financial services to maintain and annually update a list of banks and financial institutions doing business in New York that voluntarily waive wire transfer fees and processing fees for Holocaust reparations payments.

Mandates the department make the list of participating financial institutions available to the public on its website.

Takes effect immediately upon enactment.
