Authorizes the Department of Corrections Commissioner to transfer pregnant incarcerated individuals to residential treatment facilities for the duration of pregnancy and up to one year postpartum.

Authorizes the Commissioner to transfer incarcerated individuals who gave birth within eight months of commitment to a correctional facility to residential treatment facilities for up to one year postpartum.

Permits conditional transfers to residential treatment facilities for participation in prenatal or postnatal care, mother-child bonding, parenting skills programming, employment, vocational training, education, and mental health or chemical dependency treatment.

Requires the Commissioner to develop policies, criteria, and regulations to implement the section in accordance with public safety and correctional practice standards.

Requires the Commissioner to report annually to the Senate Temporary President and Speaker of the Assembly on the number of pregnant and postpartum individuals transferred to residential treatment facilities and the duration of transfers in the prior calendar year.
