Applies to commercial garages (privately owned facilities open to the public for a parking fee) that receive state funding, loans, tax credits, or utility-ratepayer financing for electric vehicle charging station projects from the Power Authority, Energy Research and Development Authority, or Public Service Commission.

Requires covered garages to waive all parking fees for vehicles using the facility solely to access and use electric vehicle charging stations.

Mandates adoption of commercially reasonable rental or fee rates for time spent actively accessing or using electric vehicle charging stations, while allowing additional dwell fees for vehicles parked without actively charging.

Grants the Public Service Commission authority to adopt regulations and issue guidance in consultation with the Power Authority and Energy Research and Development Authority to implement the law's provisions.

Takes effect 180 days after becoming law; existing contracts are grandfathered except for any renewals, amendments, or modifications made on or after the effective date.
