Allows property owners or lessees to petition courts for access to adjoining property when necessary repairs or improvements cannot be made without entering neighboring premises and permission has been refused.

Expands permitted purposes for entry to include preconstruction surveys, installation of monitoring devices, scaffolding, protective coverings, foundation supports, temporary airspace intrusions, equipment relocation, and construction staging.

Requires notice to adjoining owners or lessees before entry (except emergencies), submission of work schedules and relevant documents, commercial general liability insurance naming neighbors as additional insureds, and reasonable compensation for use of adjoining premises.

Authorizes courts to consider prior license compliance, require reimbursement of architect or engineer review fees, approve work documents, award reasonable attorneys' fees for bad faith conduct, and ensure property and person insurance for cases involving unique physical damage.

Takes effect immediately upon enactment and includes a severability clause.
