Requires the Office of Mental Health to process applications for eligibility determinations and service authorizations from individuals with developmental disabilities within 120 days of receipt, except when applications are unclear, incomplete, or suspected of fraud.

Mandates the Office notify applicants in writing within 30 calendar days if an application lacks required information, and complete processing within 60 days of receiving the requested information.

Requires quarterly reporting to the Developmental Disabilities Advisory Council, Governor, and chairs of the Senate and Assembly Disabilities Committees on application statistics including number received, approvals, average processing timeframes, pending applications, and disapprovals with reasons.

Directs the Office to post quarterly reports on its website and break down application data by geographic region, county, and applicant age or age range.

Takes effect 180 days after becoming law.
