Requires all heating oil sold statewide to contain minimum blends of biodiesel and/or renewable hydrocarbon diesel starting July 1, 2022, with percentages increasing over time: 5% (2022), 10% (2025), 20% (2030), and 50% (2035)

Defines "renewable hydrocarbon diesel" as North American-produced fuel from vegetable oils, animal fats, and renewable feedstocks meeting ASTM specifications, excluding co-processed biomass with non-biomass feedstock

Expands existing requirements in Nassau, Suffolk, and Westchester counties (5% biodiesel minimum since 2018) to apply statewide with the new renewable hydrocarbon diesel option

Allows the governor to temporarily suspend requirements by executive order if adequate biodiesel supply is unavailable or compliance would cause consumer financial hardship

Exempts kerosene from blend requirements and prohibits sale of bioheating fuel that would void manufacturer warranties unless the provider provides written warranty coverage
