Removes the conditional language "to the extent the commissioner believes it to be necessary" and makes it mandatory for the commissioner to consult and cooperate on hemp economic development.

Expands consultation requirements to include the New York state hemp workgroup created under the cannabis law and representatives from industries that currently use or may potentially use industrial hemp.

Broadens the scope of supported activities to include product and business development and promotion, in addition to research funding and support.

Specifies hemp uses to include food, fiber, packaging, cannabinoid content, and construction materials, replacing the previous "and other uses" language.

Takes effect immediately upon enactment.
