Changes the issuance standard for certificates of relief from disabilities from "shall not be issued unless" to "shall be issued when" the court or department is satisfied that conditions are met, effectively making certificates mandatory rather than discretionary when eligibility criteria are satisfied.

Maintains three conditions for issuance: the person is an eligible offender, the relief is consistent with rehabilitation, and the relief is consistent with the public interest.

Applies the amended standard to both court-issued certificates (Correction Law § 702) and department-issued certificates (Correction Law § 703).

Takes effect 90 days after the bill becomes law.
