Expands the authorization to display green lights on motor vehicles to include members of mobile crisis teams, in addition to existing volunteer ambulance service members.

Requires mobile crisis team members to obtain written authorization from the Office of Mental Health or the Office of Addiction Services and Supports to affix a green light to their vehicle.

Restricts green light display to use only during emergency operations by authorized volunteer ambulance service members or deployed mobile crisis team members.

Defines "mobile crisis team" by reference to paragraph eleven of subdivision (a) of section 36.03 of the mental hygiene law.

Takes effect on the one hundred eightieth day after the bill becomes law.
