Establishes the Office for an Age-Friendly New York within the executive department, headed by a director appointed by the governor.

Defines "older New Yorkers" as residents over age 50 and "age-friendly" as policies ensuring older residents have access to supportive systems to remain healthy and active in their communities.

Requires the director to coordinate with the state office for the aging, work with state agencies to develop age-friendly policies, and plan community improvements including walkable streets, accessible housing, transportation, employment options, and social services.

Mandates the director review and report to the governor on proposed legislation and regulations affecting older New Yorkers, and requires all state agencies and departments to submit written plans every two years describing their age-friendly service efforts.

Takes effect immediately upon enactment.
