Requires covered entities making contributions exceeding $10,000 in aggregate to a political action committee in a calendar year to file a financial disclosure report with the state board of elections.

Financial disclosure report must include the entity's name and address, names of individuals with operational or managerial control, detailed description of contributions, dollar amounts, dates, and the recipient PAC's name and address.

Reports must be filed no later than 30 days following the end of the calendar year being reported.

Defines "covered entity" broadly to include any person, corporation, nonprofit corporation, organization, group, or other entity.

Takes effect immediately upon enactment.
