Amends Election Law Section 8-600 to require the county seat in Fulton County to have at least one designated early voting polling place, consistent with existing requirements for Washington County.

Applies the same early voting polling place standards to Fulton County's county seat as currently apply to the largest city or highest population municipality in each county.

Polling place location must consider adequate and equitable voter access based on population density, travel time, proximity to other sites, public transportation routes, and commuter traffic patterns.

Takes effect on the same date and manner as Section 2 of Chapter 781 of the Laws of 2021.
