Establishes the Supply Chain Transparency Assistance Program within the Department of Economic Development to assist small, medium-sized, minority-owned, and women-owned businesses in New York to achieve ethical and sustainable supply chains within one year of the bill's effective date.

Defines eligible supply chains as transparent (disclosing information from raw materials to consumer delivery), traceable (allowing businesses to gather information about upstream production), ethical (upholding human rights and preventing worker exploitation), and sustainable (minimizing environmental degradation and restoring ecosystems).

Program shall provide technical assistance including developing best practices and standards, helping with regulatory compliance, identifying funding streams and grants, and assisting with marketing to maximize competitive advantage.

Requires the program to conduct market analysis to identify new market opportunities for participating businesses and conduct outreach to promote awareness among eligible businesses and economic development agencies.

Takes effect immediately upon enactment.
